Government spending is estimated to account for 64%—USD 80 billion—of the total healthcare market, with private-sector spending making up the rest. In 2017, the Dubai Health Authority (DHA) announced the launch of the Salama system, a unique medical and health record system that will integrate all 2,700 public and private healthcare facilities in Dubai, providing a single electronic file for each resident, as a part of its smart health and digital transformation strategy. This medical record will be eventually linked to the National Unified Medical Record (NUMR). This project was rolled out in three phases in 2017. So far, 1.4 million DHA patient medical records and 112 million transactions have been transferred to the Salama system, and 11,000 DHA staff will be trained to use it in 2017. In addition, according to the HIMSS, Middle Eastern countries invested an estimated USD 26 billion in various healthcare projects in 2011; investments are estimated to increase to USD 60 billion by 2025, as these countries will add 120 to 140 hospitals by 2020 to meet the growing demand for healthcare facilities. The establishment of new hospitals is expected to drive the EHR market. Furthermore, the increase in government and private partnerships is also expected to positively impact the demand for HCIT solutions in this region. For instance, in 2016, the UAE Ministry of Health and Prevention renewed and expanded its strategic alliance with Cerner, for the continued implementation of its enterprise-wide health IT system—the Wareed project. The project is designed to establish a streamlined and accessible electronic health record (EHR) between United Arab Emirates (UAE) health facilities and a consolidated health information database of the Ministry of Health and Prevention's (MOHAP) patients, using integrated healthcare IT systems. Such initiatives are expected to drive the hospital EHR market in this region.
